Infothek Docudex and the newer Informatik Archiver are affordable comprehensive document archiving systems.

The programs have most of the features of far more expensive systems (except workflow features). The programs require the files to be indexed manually. Informatik Archiver can optionally do OCR (Optical Character Recognition).
